"Officials from my department learned this afternoon that an Irishwoman was on the passenger list for this flight," he said, adding Ireland's ambassador to Libya -- normally based in Rome -- was in Tripoli to help coordinate.
"Arrangements are being made to inform the family and my department is ready to provide all possible assistance at this difficult time," he said in a statement.
Libyan Transport Minister Mohammed Ali Zidan said the dead included nationals of nine countries but 61 came from the Netherlands, which ordered flags on government buildings flown at half-mast as a mark of respect.
An eight-year-old Dutch boy was the sole survivor of the crash.
