Prosecutors said Sardar targeted US-led military forces in Iraq with roadside improvised explosive devices (IED), which were a leading cause of soldiers' deaths in the war. Such bombs have also killed thousands of civilians.
"It is alleged that Mr Sardar conspired to murder coalition forces operating in Iraq on or before 22 November 2007 by conspiring to cause the explosion of these IEDs," said Deborah Walsh, deputy head of counter terrorism at the Crown Prosecution Service.
"I have determined that there is sufficient evidence for a realistic prospect of conviction and that a prosecution is in the public interest."
Sardar will appear in a London court on Thursday.
