The festival said on its Instagram account that Minaj cancelled for personal reasons. Saudi media cited unnamed sources saying it was authorities who had cancelled her appearance as Minaj does not adhere with "Saudi customs and values."
The new line-up also includes Chris Brown, Liam Payne as well as rappers Future and Tyga.
Saudi Arabia has been trying to ease social restrictions in recent years in a bid to attract tourists and investments. US pop star Mariah Carey, rapper Nelly and Enrique Iglesias have already performed in the kingdom.
However, the kingdom and its powerful crown prince, Mohammed bin Salman, have been under scrutiny after last year's arrest of several women's rights activists and the murder of journalist Jamal Khashoggi in the Saudi consulate in Istanbul.
