A Lebanese security officer holds a map found with arrested Lebanese nationals accused of spying for Israel in 2009.
Shahin will be tried by a military court at a date yet to be announced.
Dozens of Lebanese citizens have been arrested since January 2009 on suspicion of spying for Israel, including retired security officials and policemen.
In February a retired member of Lebanon's internal security services, Mahmud Qassem Rafah, was sentenced to death by a military court after he was convicted of "collaboration and espionage on behalf of the Israeli enemy."
Lebanon and Israel remain technically in a state of war, and convicted spies face life in prison with hard labour or the death penalty if found guilty of contributing to Lebanese loss of life.
