Rowling is a high-profile backer of Prime Minister Gordon Brown's Labour Party while Holmes, the Olympic 800 metres and 1,500 metres champion at the Athens Olympics in 2004, was one of London's ambassadors in its bid to secure the 2012 Olympics.
Other guests will include film director Gurinder Chadha, whose hits include "Bend It Like Beckham," and Jasvinder Sanghera, who runs the anti-forced marriage charity Karma Nirvana.
The G20 leaders will have the same menu at their dinner in another part of Brown's 10 Downing Street residence.
