The men had sleeping bags with them and a police spokesman said they had climbed up on the roof of the building in the smart Knightsbridge district at about 2:50 am (0250 GMT).
Police officers tried to persuade them to come down from the building.
"Two other men aged 25 and 26 were arrested" for trespassing after trying to climb onto the roof, the spokesman said.
Britain, France and Arab nations led by Lebanon spearheaded a new push at the UN Security Council on Tuesday to establish a Libya no-fly zone to stop air attacks on the rebels, but faced resistance from Russia and China.
