A meeting of the 15-member council was briefed by the UN special envoy on Yemen, Jamal Benomar.
"The members of the Security Council expressed their grave concern at the deteriorating security and humanitarian situation in Yemen," said the council president Nelson Messone, the ambassador for Gabon.
"They urged all the parties to show maximum restraint and to engage in an inclusive political dialogue."
The Security Council gave strong backing to mediation efforts by the Gulf Cooperation Council and to a mission to Yemen by the UN High Commissioner for Human Rights that will start June 27.
Yemen has been gripped in political turmoil since an uprising against the 33-year-old rule of President Ali Abdullah Saleh erupted in January. Hundreds have died in battles between security forces and protesters and more recently between the army and alleged Al-Qaeda fighters.
