Universal and Mandalay announced the project in a joint statement. There was no word on which actor would play Sinatra.
Both companies have been developing the Sinatra project after securing the rights to iconic singer and actor's life, a process that took several years, according to Daily Variety.
Sinatra, who died in 1998 aged 82, was the subject of a 1992 made-for-television movie, where he was portrayed by Philip Casnoff. Ray Liotta also played Sinatra in a cable movie "The Rat Pack."
Sinatra's daughter Tina said in a statement she was happy that one of the giants of cinema had been given the task of telling her father's story.
"My father had great admiration for the talent of the people he chose to work with, and the talented people who worked with my father had great admiration for him," Tina Sinatra said in a statement.
"It is personally pleasing to me that this paradigm continues with Marty Scorsese at the helm of the Sinatra film."
Scorsese's most recent feature film was 2006's bloody crime thriller "The Departed", the movie that landed the film-maker a long overdue best director Academy Award.
Scorsese followed that up with a concert movie about the Rolling Stones last year and is currently preparing his latest thriller, "Shutter Island", starring Leonardo DiCaprio, for release in October.
